Sir: I beg to inform you of the appointment by the President of Maj. Gen. Leonard Wood as special ambassador of the United States of America to the centenary celebration of the Argentine Republic.

Gen. Wood, accompanied by his aid-de-camp, Capt. John R. Procter, will sail for Buenos Aires on the 8th instant by the U. S. cruiser Montana and should reach their destination about the middle of May.
