I have the honor to advise your excellency that the arbitration convention with Panama has received the approval of the President of the Republic, and will be submitted in May to the constitutional congress. On this occasion I take pleasure in renewing to your excellency and to the Government of the United States the assurance of our profound gratitude for your friendly mediation.
