Sir: Referring to department’s instruction to you of the 23d instant, concerning the attitude of the United States regarding the boundary controversy between Panama and Costa Rica, I have to say that the present attitude of this Government is the logical consequence of its instruction to Minister Magoon of April 16, 1906,1 a copy of which is inclosed, not only for your information, but for presentation to the Panaman minister of foreign affairs, in order to show not only the constant attitude of the United States, but the necessity of such attitude for the protection of the property interests of American citizens in the disputed territory.
