The Acting Secretary of State to the Costa Rican Minister on Special Mission.
Washington, December 26, 1908.
Excellency: Referring to previous correspondence concerning the disputed boundary between Costa Rica and Panama I have the honor to inform you that the department is in receipt of a telegram, dated the 24th instant, from the American minister to Panama, in which he says that he is informed by the Panaman minister for foreign affairs that the Government of Panama accepts in principle the submission of the boundary question to the impartial arbitration of the Chief Justice of the United States, but would like to know what questions are to be submitted.
The telegram adds that the Government of Panama is inclined to adhere to the boundary line as fixed upon by the Loubet award and article 3 of the constitution.
