Mr. Adee states that Mr. Dawson, American minister to Panama, has been designated to act as special agent near the Provisional Government of Nicaragua and instructed to proceed to Managua, and that Consuls Moffat and Olivares will respectively act as his secretaries, this designation causing no change in their consular status and duties and entitling them to no additional compensation.
