Sir: I have the honor to acknowledge the receipt of your courteous note of September 12, with which, as the representative of Señor [Page 763] Don Juan J. Estrada, President of the Provisional Government of Nicaragua, you transmit to the department a telegram from President Estrada in which he outlines the policy his administration will follow in certain respects and asks this Government to send to Managua a commission to conclude any formal agreements that may be necessary.
The department receives this communication with great satisfaction, believing that the proposals of President Estrada will conduce to the welfare of Nicaragua and to the good relations between your country and the United States. The department will shortly communicate with you further on this subject and take the requisite measures for the selection of the commission proposed.
