Mr. Wilson instructs Mr. McCreery to communicate the following instruction to Consul Olivares at Managua:

Yours of August 24. Pending new developments, you are instructed as follows: Jose Dolores Estrada and the commission appointed by him do not appear to constitute a governmental organization for international purposes, but rather a committee of public safety pending Juan Estrada’s arrival at Managua, and therefore this Government or its representatives can not enter into relations of a political nature with them. It is not doubted that Juan Estrada, head of the successful revolutionary faction, will seek recognition by the United States as Provisional President as soon as he arrives at the capital. You will refrain from acting as intermediary for groups of Nicaraguans, even if they claim to represent factions, excepting upon this basis and unless necessary as a matter of momentary expediency.
