Consul Moffat to the Secretary of State.

Mr. Moffat reports that Gen. Estrada and the leaders of the revolution, having terminated a conference lasting several hours, have signified to him in a signed document their desire to terminate hostilities through the mediation of the United States, agreeing to terms of peace on the following bases: The United States to designate [Page 743] a provisional President, who shall be other than Madriz or Estrada, the person named to immediately order an election of a constitutional President; the United States to supervise the free election of the same; neither Madriz nor Estrada to be a candidate. Adds that the Government of Nicaragua is to recognize the public debts incurred by the revolution, and that the abolition of unconstitutional monopolies is provided for.
