The Secretary of State to Consul Moffat.
Washington, January 3, 1910.
Referring to Mr. Moffat’s telegram of December 30, Mr. Knox says that the department can not go further than to say that if Gen. Estrada and Dr. Madriz, as leaders of the factions, respectively, in control of the two portions of Nicaragua, should desire to have their representatives meet to discuss the general situation with a view to a satisfactory solution the Government of the United States would be quite willing to allow a vessel of the Navy to be used as the meeting place, and that such vessel could be permitted incidentally to transport the representative of Gen. Estrada from Punta Arenas to Corinto.
