In view of the fact that Charlton’s arrest, to secure which the preliminary mandate described in article 2 of the convention of 1884 is issued, has, it is reported, already been secured upon the complaint of the Italian consul, and in view of your telegram of June 25, I assume that you are now awaiting instructions from your Government.
