Minister Dawson to the Secretary of State.
Bogota, March 16, 1909.
City continues quiet. No confirmation Saturday’s rumors provincial disturbances. The assembly meeting daily. Has not acted upon Holguin’s attempted postponement treaties. President of Colombia just announced to the diplomatic corps that he has determined to remain as such and that the assembly would reject his resignation. The agitation against the treaties dying down. I am still hopeful ratification.
