The Secretary of State to Minister Calhoun.1

Sir: The department desires you to inform the minister for foreign affairs that, according to information received from the American [Page 326] ambassador at London, the Government of Great Britain will institute compulsory declaration on January 1, next, in regard to the quantities and value of imports and exports of morphine and cocaine in accordance with the proposals of that Government that the interested Governments make a study of the manufacture and trade of these drugs before the meeting of the International Opium Conference.
