Sir: I have to acknowledge the receipt of your No. 30, of July 19 last, transmitting a copy of your note to the foreign office regarding the contract “ad referendum” between the Argentine Executive and the Western Telegraph Co. (English) for the construction and operation of a direct cable between the Argentine Republic and Europe, which was apparently signed June 3, 1909, and reporting in regard to an interview on the subject which you have had with the under secretary for foreign affairs.
Your note to the Argentine minister for foreign affairs is approved; and if the Argentine reply be, as forecasted by you, similar in tenor to the reply made to the German protest, you will acknowledge, taking note of the Argentine view of the case and giving notice that the Government of the United States reserves its rights and all due assertion thereof should occasion arise.
