Mr. Calhoun says he is informed by the foreign office that an invitation has been extended to China by the Netherlands Government to participate in the opium conference, and that China being unprepared has requested that the meeting be postponed until the 15th of October, which request has been complied with. Mr. Calhoun adds that China would like to know the intentions of the United States and the basis for discussion at the conference.
