Sir: The department acknowledges your cablegram of March 21 last, in which you state “the Government of Persia will send a delegate to the opium convention.”

You may inform the minister for foreign affairs that the Government of the United States is highly gratified at the acceptance by Persia of its invitation to the opium conference and that, aware of the large interest of the Persian Government in the production of opium, this Government will welcome any suggestions that may be made which will aid it in formulating a definitive program for the conference.
