Mr. Adee acknowledges legation’s October 5, and informs Mr. Calhoun that the steadfast policy of the department has been to demand a just share in any contemplated loan for a Hankow-Szechuen Railway, but not to force a loan upon China; instructs Mr. Calhoun to avoid taking the lead in pressing China to ratify initialed and supplementary agreements, but to continue to act in concert with his colleagues in any representations which may be agreed upon by the Governments concerned, and at all times to use his good offices to bring about an amicable and early adjustment of the matter.
