Mr. Fletcher reports that at a formal conference this afternoon at the foreign office he was assured by Na-t’ung and Liang Tun-yen that the general principle of the project referred to in department’s telegram of December 14 is approved by the Chinese Government, and that he was also informed that further consideration of the Chinchow project is necessary.
