Sir: I have the honor to transmit herewith a
copy and translation of a decree issued on May 24 last, recognizing the
special foreign ambassadors and ministers to the centenary celebration
of Argentine independence.
The Governments of Austria-Hungary, Belgium, the Netherlands, Norway, the
Vatican, Brazil, Denmark, and Sweden appointed as special
representatives for the centenary their diplomatic officers already
accredited to this Government, while the Governments of Ecuador, Japan,
Russia, and Costa Rica sent special representatives who have also
presented credentials as envoys extraordinary and ministers
plenipotentiary accredited to the Argentine Republic. The remaining
foreign envoys came as special representatives for the centenary
only.

Recognition of the
Representatives of Various Nations to the Celebration of Centenary of the May
Revolution.

In view of the credentials of the representatives of the nations
which have joined in the celebration of the first centenary of the
May revolution, whose reception has already taken place, the
President of the Republic decrees:
Article 1.
The following representatives are recognized in
their respective offices:
- From the United States of America—Maj. Gen. Leonard Wood,
special ambassador.
- From His Majesty the King of Spain—Mr. John Perez Caballero,
ambassador extraordinary and plenipotentiary.
- From His Majesty the King of Italy—Hon. Ferdinando Martini,
ambassador extraordinary and plenipotentiary, member of
Parliament.
- From France—Senator Pierre Baudin, special ambassador.
- From His Majesty the German Emperor—Gen. Baron von der Goltz,
ambassador extraordinary.
- From Peru—The vice-president of the Republic, Dr. Larrabure y
Unánue, special ambassador.
- From His Majesty the Emperor of Austria-Hungary—Mr. Norberto
de Schmucker, envoy extraordinary and minister plenipotentiary
on special mission.
- From His Majesty the King of the Belgians—Mr. Carlos Renoz,
envoy extraordinary and minister plenipotentiary on special
mission.
- From His Majesty the Emperor of Japan—Mr. Eki Hioki, envoy
extraordinary and minister plenipotentiary on special
mission.
- From His Majesty the King of Norway—Mr. Andrés Christopherson,
envoy extraordinary and minister plenipotentiary on special
mission.
- From His Majesty the King of Portugal—Captain Alvaro da Costa,
envoy extraordinary and minister plenipotentiary on special
mission.
- From His Majesty the Emperor of all the Russias—Counselor of
State Maximoff, envoy extraordinary and minister plenipotentiary
on special mission.
- From His Holyness Pope Pio X—Monsignor Aquiles Locatelli,
apostolic internuncio, envoy extraordinary on special
mission.
- From the United States of Brazil—Mr. Domicio da Gama, envoy
extraordinary and minister plenipotentiary on special
mission.
- From Costa Rica—Mr. Alfredo Volio, envoy extraordinary and
minister plenipotentiary on special mission.
- From His Majesty the King of Denmark—Mr. Carlos C. Wandel,
minister resident on special mission.
- From His Majesty the King of Sweden—Mr. Harold Bildt, chargé
d’affaires on special mission.
- From the Oriental Republic of Uruguay—The special delegation
headed by Dr. Bias Vidal, jr., minister of finance of his
country.
- From Paraguay—A special delegation headed by His Excellency
Mr. Adolfo Riquelme, minister of interior, and by His Excellency
Mr. Albino Jara, minister of army and navy.
