The minister for foreign relations authorizes me to say that the obligation of the Chilean Government toward Alsop & Co. is limited by article 5 of the treaty with the Bolivian Government. An offer is made of 568,192.67 Chilean pesos in gold, which amount is retained in the treasury by judicial order pending the decision designating real claimant, at which time the sum will be paid upon the express condition that acknowledgment of the full amount of the claim be made by claimant, thus canceling the indebtedness of both the Government of Chile and that of Bolivia.
