The President desires you to communicate the following personal message to His Majesty the Emperor of China:
I share Your Majesty’s feelings of deep satisfaction at the results of the negotiations between Japan and Russia whereby the war between two great nations is brought to an honorable close and the integrity of the Chinese Empire preserved, assuring to the Manchurian provinces the blessings of peace and the benefits of untrammeled intercourse with the world. Such a result is of incalculable benefit to the world in general and to the people of the East in particular. In the name of my countrymen I thank you for your congratulations.
