(Mr. Eddy transmits the reply of the minister for foreign affairs in regard to the exchange of the Russian and Japanese prisoners of war which states that the Imperial Government snares entirely the point of view of the Japanese Government as to accelerating as much as possible the preparations of the exchange of the prisoners, and accepts in principle the proposition for the return of the Japanese prisoners on the western frontier of the Empire and for receiving the prisoners of war and other Russians detained in Japan at the ports of Nagasaki, Kobe, and Yokohama as soon as the preliminary arrangements are completed. The Russian Government will immediately communicate with the Japanese Government through the usual diplomatic channels.)
