Sir: I inclose copy of a note from the Japanese minister at this capital, asking the use of your good offices for the release of three Japanese merchants captured in the northern part of Korea about May, 1904.c Their names are said to be Nobe Ichitaro, Yagabe Chiuzaburo, and Gyo, the son of the latter.
The Department desires you to comply with the minister’s request.
