Sir: I inclose duplicate copies^a of a memorial filed with the Department on behalf of the Portland and Asiatic Steamship Company, an American corporation, for alleged losses occasioned by the seizure in July, 1904, and detention by Russian naval forces of the steamship Arabia, a vessel owned by the Hamburg-American Packet Company, but at the time of seizure under charter to the said Portland and Asiatic Steamship Company.

You will retain one copy of this memorial for the embassy files and you are instructed to present the other copy to the Russian minister for foreign affairs.
