Sir: I inclose copy of a letter from the Standard Oil Company of New York,a presenting’ a claim for the seizure and destruction by the Russian naval authorities of a cargo of petroleum shipped by the company from New York to Yokohama on board the English steamship Oldhamia.
Upon the facts stated it appears to the Department that the Russian Government is clearly liable to make compensation to the claimant for the value of the cargo, which is accordingly requested.
