(Mr. McCormick states that in order to make the appeal in the case of the Arabia with any chance of success a sworn statement should be sent to Mr. Berline that the Department of State was unable to communicate directly with Vladisvostok, which created delay, and similar sworn statements to that effect from the owners of the vessel sworn to before a Russian consul.)
