Sir: I have the honor to acknowledge receipt of Mr. Hioki’s note of yesterday communicating the proposition of your government with regard to the procedure to be followed in the matter of the exchange of prisoners immediately after the exchange of ratifications of the treaty [Page 604] of peace signed at Portsmouth. In accordance with his request, I have had pleasure in telegraphing to the American charge at St. Petersburg the proposition of your government with instructions to bring it to the attention of the Russian Government with a view to their assent and early reply.
