Sir: I have the honor to report the receipt to-day of a note from General Lahovary the Roumanian minister of foreign affairs, in which, in reply to Mr. Wilson’s notification of the death of the Hon. John Hay, Secretary of State of the United States of America, the minister asks me to accept the expression of the sincere regrets of the Royal Government.
