Sir: I have to acknowledge the receipt of your dispatch No. 241, of the 8th ultimo, inclosing a copy of correspondence between you and Consul-General Winslow regarding the refusal of Mr. Eliseo Solis, [Page 521] fourth judge of the first instance, of Guatemala City, to permit Mr. Winslow to be present at the examination of Messrs. Joseph Darling and Juan Fisher or to give him certain information regarding the proceedings against those gentlemen.

In reply, I have to inform you that your course in the matter appears to have been prudent and is approved by the Department.
