Sir: I have the honor to report that the French minister has just notified me that, realizing the interest felt by the American Government in the speedy settlement of the Whangpu conservancy question, as evinced by the instruction of November 19 to the United States diplomatic representatives,a he had to inform me that his government had telegraphed its willingness to accept the so-called counter project of the ministers, a copy of which was forwarded to the Department for its approval in my No. 1792 of January 14.
