Sir: I have the honor to inform you that the Venezuelan courts have appointed the appraisers to assess the damages alleged to have been caused the government by the nonfulfillment of the concession [Page 1002] of the New York and Bermudez Asphalt Company. The appraisers appointed are: Jesús Muñoz Tebar, Manuel Clemante Urbaneja, Isaías Garbiras.
Jesús Muñoz Tebar is a civil engineer, Urbaneja is a lawyer, and has been at times connected with the asphalt suits in Venezuela, Garbiras is a civil engineer.
