(Mr. Bowen reports that the Venezuelan Government placed embargo on Bermudez Lake yesterday and appointed Garner custodian, as Bermudez Company refused to submit to blackmail.

Mr. Bowen says pressure should be brought to bear by our warships at La Guaira, and the custom-house should be seized, if necessary.

He has not made protest, but awaits Mr. Hay’s instructions, which he hopes will be in the nature of an ultimatum.)
