(Mr. Bowen reports that the Venezuelan Government placed embargo on Bermudez Lake yesterday and appointed Garner custodian, as Bermudez Company refused to submit to blackmail.
[Page 921]Mr. Bowen says pressure should be brought to bear by our warships at La Guaira, and the custom-house should be seized, if necessary.
He has not made protest, but awaits Mr. Hay’s instructions, which he hopes will be in the nature of an ultimatum.)
