Sir: I have to acknowledge the receipt of your No. 1555 of the 28th ultimo, inclosing copies of instructions addressed by you to the United States consular officers over whom you have supervisory jurisdiction, requesting them to report to you all cases of denial of justice or invasion of the personal or property rights of American citizens within their respective jurisdictions. The Department approves the instruction.
