Excellency: It is my agreeable duty to inclose to you herewith a check drawn on the assistant treasurer of the United States at New York to your order for $287,833.77, the amount of the unpaid balance of the award in favor of Benjamin Weil, made by the United States and Mexican claims commission, established under the convention of July 4, 1868, which award, by the decision of the Court of Claims, and upon appeal by the decision of the Supreme Court of the United States upon action brought by the Attorney-General of the United States under authority of an act of Congress,1 which took effect December 28, 1892, was declared to have been obtained by fraud.

I beg that you will do me the favor to sign the inclosed receipt, in triplicate, and to return the original and duplicate copies thereof, when signed, to the Department.
