Sir: Referring to instructions Nos. 49 and 50, of December 27 last, in regard to the alleged seizure of the British naval vessels off Delagoa [Page 542] Bay of the cargoes of the steamships Beatrice, Maria, and Mashona, I inclose copies of three more letters1 on the subject from Messrs. W. H. Crossman & Brother, Messrs. Hopkins & Hopkins, and Mr. R. W. Geldart.

A thorough investigation in the matter should be made by you and you should report to the Department the facts connected with the seizure and the reasons therefor, so far as you can learn.
