[Mr. Choate states that the only information the foreign office has regarding the seizure of the British vessel Mashona is that the vessel was arrested by H. M. S. Partridge with 1,700 bags of flour marked [Page 539] “Z. A. R.” and was brought into prize court for trading with the enemy. It is claimed by the owners that the flour was not destined for the South African Republic]
