[Memorandum.]

The Secretary of State presents his compliments to the German ambassador, and has the honor to inclose for his information copy of a memorandum1 addressed to the British ambassador under date of the 25th instant, touching the wish of the French Government that the claims of its citizens, sufferers in Samoa, be included in the arbitration provided for by the convention concluded November 7, 1899, between the Governments of the United States, Germany, and Great Britain. It will be seen that the consent of this Government is accorded on condition that the proposition meets with the approval of the Governments of Germany and Great Britain.
