Sir: I have the honor to confirm your telegraphic instruction dated the 12th instant,2 received the following day, copy of which is herewith inclosed, stating the attitude of the United States Government in view of the appointment of Li Hung Chang as Chinese plenipotentiary.

The contents of the telegram were communicated to the minister for foreign affairs, who stated that his Government had received a similar communication from the Chinese minister here.
