Sir: I have the honor to confirm your cipher telegram1 of this date, and to refer to my No. 249 of to-day. I am glad to receive instructions which justify me in further protesting against this obnoxious law prohibiting trade-marks in Portuguese, to which I made objection both yesterday and previously at the foreign office.
