Sir: I have the honor to report that on July 4 I received your cable instruction of which a copy is inclosed,1 and immediately called at the foreign office to advise Her Majesty’s minister for foreign affairs of its purport. As he was not in town I addressed him a note, and as he was so obliging as to accord me an interview on the 5th, at 7 p.m., I waited upon him, and he expressed himself most emphatically as concurring in the present policy of the United States as set forth by you.
