Sir I have the honor to inform you that immediately upon the receipt this morning of your telegram1 announcing the receipt, through the governor of Shantung and Chinese minister in Washington, of a cipher message from Minister Conger in Pekin, I called at the foreign office and communicated its contents to Mr. von Derenthall, Count von Bülow being indisposed. His reply was substantially as contained in my telegram to you of to-day’s date, which I have the honor to confirm (paraphrase):

(Finding information from China so contradictory and unsatisfactory, minister of foreign affairs has little hope of securing anything definite or trustworthy at present, but will continue to endeavor to do so, and will immediately inform the United States in case of success.)
