Two telegrams relative inquiry Nankin viceroys received. You will assure them that announced policy of this Government rests on consideration for the Chinese people not implicated in antiforeign [Page 266] outrages, and will duly regard high personalities of Empress and Emperor. In circular of July 3 to powers we said:
The policy of the United States is to seek a solution which may bring about permanent peace and safety to China and to preserve Chinese territorial and administrative entity.
To this we adhere.
