Sir: 1 beg to report that His Excellency Li Hung-chang arrived in Shanghai to-day. His friends have not indicated how long he will stay here, but say he has not yet decided.
Lord Li (his son) told General Chang Ki-tong to-day that a decree has been received from Pekin appointing Kang Yi (the notorious foreign agitator) viceroy of Canton.
