Sir: Referring to Department’s instructions, dated March 17th [sent 15th] last, I have the honor to report that the U. S. S. Wheeling arrived on the bar off Taku April 7, and that on the 30th I received [Page 120] the following telegram from her commanding officer, William T. Burwell:

Wheeling leaves (for) Shanghai immediately. Cable reads: Inform minister, Department so directs, and if serious need arises for relief vessel, communicate with Kempff, Newark, Yokohama.
