My Dear Mr. Thiébaut: With further reference to your personal note to me of the 27th ultimo, I beg to inform you that if the owners of the captured steamer Buena Ventura desire to correspond with her officers and crew the Secretary of the Navy suggests that if communications, open for inspection, be sent to the commandant of the United States naval station at Key West there would probably be no objection to their delivery, provided the contents of the communications do not render such action inadvisable.
