Sir: In reply to the Department’s instruction No. 411, of March 25, 1898, which was received here on April 9 last, I have the honor to state that the embassy has to-day been informed by the foreign office that there are no Imperial regulations forbidding the use of the German national flag for advertising purposes (zu Anzeigezwecken im Handelsund Geschaftsverkehr).
