Mr. Conger to Mr. Hay.

No. 119.]

Sir: I have the honor to inform you that the following appointments to the grand council and the Tsung-li Yamên have been announced in the Pekin Gazette. They are of no special interest beyond the fact that the grand council now has more members than at any time since the Ming dynasty, six having been the limit.

To the grand council, Chi Hsiu.

To the Tsung-li Yamên, Kuei Ch’un, Chao Shu-ch’iao, and Lien Yuan.

I have, etc.,

E. H. Conger.
