Legation of the Greater Republic of Central America,
Washington, D. C. , July 18, 1898 .

Sir: To-day I have had the honor to receive your esteemed communication of the 15th instant, which refers to the rules to which neutral war vessels should conform that may desire to enter or leave the ports blockaded now or which may be blockaded by the United Stated during the war with Spain.

I have taken due note of referred-to communication, and by the next mail I shall have the honor to communicate it to my Government.
