Sir: I have the honor to acknowledge the receipt of your note of the 15th instant, communicating certain rules to be observed by neutral men-of-war entering or leaving a blockaded port in Cuba or Porter Rico.
I have communicated your note to the Marquis of Salisbury, to the admiral on the Atlantic Station, and to the governor of Jamaica.
