In my No. 19 I advised you that the President of this Republic had sent his minister of foreign relations to my office to express to [Page 1055] me, to communicate to you, sympathy for the loss of the Maine. He has since given such expressions to me personally, and a strong assurance of sympathy with the United States generally.
