Sir: I have received your No. 835 of the 21st ultimo, relative to the decree of the Government of Guatemala, revoking its former decree of 1882, establishing Livingston a free port and its adjacent district a free zone, and have attentively considered your observations upon this subject.

Your protest against this summary action of the Guatemalan Government, as shown by the representations made in your note of the 17th ultimo to the minister of foreign affairs, meets with the Department approval. The instructions heretofore sent to you in 1884, respecting a similar case in Costa Eica, and to which you specifically refer, sufficiently state the principles by which your conduct will be guided.
